Board of Health approves rabies exemption, discusses beaver removal

Board of Health · Meeting of April 29, 2026

Upton Board of Health unanimously waived rabies vaccination requirements for two older dogs with ongoing medical conditions. Asst. Public Health Supervisor Matthew Rollins reported that Kids @ Play will restructure into separate morning and afternoon camps to comply with state regulation 105 CMR 430, with the Recreation Department to provide health and safety documentation before the summer program.

Resident Kathy Robertson requested clearer guidance on beaver removal procedures and proposed a May 15 to July 15 moratorium on permits during the birthing season; the Board agreed to consult Town Counsel and gather comparative regulations from neighboring communities. Animal Control Officer Mike Moran reported elevated raccoon rabies activity and recommended posting public advisory notices on the Town website.
