Upton Planning Board approves Grove Street mixed-use site plan on narrow vote. The Board voted 5-1, with member Tom Davidson dissenting, to approve the 6-8 Grove Street project with conditions requiring Conservation Commission and Police Chief approvals. A large-scale solar installation at 169 South Street with 8,380 panels, a Department of Public Works renovation at 100 Pleasant Street adding 5,000 square feet of impervious surface, and two other applications were continued to August 11.
